# Population report calculator: gem rate, scarcity and what “pop 12” means

## What a population report actually counts

A population report counts grading events, not cards. Each row says how many copies of one card a company has graded
at one grade since it started keeping the record. That is a precise, verifiable number and it is the only hard data
most collectors ever get about how a specific card behaves when a professional looks at it closely.

What it does not count is everything that never arrived. The copies still in a binder, the copies a dealer decided
were not worth the fee, the copies sitting in an unopened box: none of them appear, and there is no way to estimate
how many there are. So the denominator in every rate here is submissions, and the population is a census of a
self-selected sample.

That single fact explains most of the confusion around these reports. The gem rate is not the probability that a
random copy of the card is gem mint; it is the probability that a copy somebody thought worth submitting came back
gem mint. Since people submit their best copies, the real rate across all surviving copies is lower — which makes the
published gem rate an optimistic ceiling for your card rather than a neutral estimate, and a good reason to grade down

## One in N, said two different ways

Two sentences sound the same and mean different things. "One in 3.5 graded copies is
an 8" divides by the share of the population sitting at that grade exactly. "One in
1.2 is an 8 or better" divides by the cumulative share, which
includes every copy above it. In the worked example those are
2,210 copies and 6,602 copies — a factor of
2.9 between two numbers that get quoted interchangeably.

The mistake hides because it is invisible at the top of the ladder, where there is nothing above: both figures are
412 copies, one in 18.8. People learn the sentence on a 10, where it is
harmless, and carry it down to a 9 or an 8 where it is wrong by a multiple.

Which one you want depends on what you are pricing. If you are selling, the at-or-above figure describes your
competition, because a buyer who wants the best available copy is choosing between yours and everything better.
If you are describing scarcity of a specific grade — a registry set, or a card where one grade carries a premium —
the exact figure is the one that matters. The calculator prints both for every row, which is the only way to stop
the substitution happening by accident.

Shares are of the 7,752 graded copies in the worked example. The at-or-above column is cumulative from the top
of the ladder downward, which is the direction a buyer reads it.

Read down the last two columns and the ladder tells a story the raw counts do not. A 10 is one in
18.8. A 9 is one in 1.9 exactly, but one in
1.8 at or above — meaning more than half the graded population is a 9 or
better, so a 9 is the ordinary outcome rather than an achievement. By the time you reach the 7 row, nearly
93% of the population is at that level or
higher, which is another way of saying the bottom of this ladder is almost empty and the card is worth grading or
worth nothing.

## What a population report cannot tell you

- **How many copies exist.** It counts what arrived at one company. Copies in collections, copies graded elsewhere and copies still in packs are all outside the denominator.
- **What the card is worth.** Scarcity and price are related through demand, and demand is not in this dataset. - **How your copy will grade.** The report describes the copies that were submitted, and yours is one card with its own corners. Centering you can settle in advance with the [centering calculator](https://sportscardradar.com/tools/centering-calculator/); the rest is a judgement made under a loupe.
- **Whether the same numbers apply at another company.** Each company grades to its own published standard and attracts a different mix of submissions, so gem rates are not portable between them. - **How many of those slabs still exist in that grade.** Cards get cracked out, resubmitted and lost. The count is of grading events, and it is never revised downward for attrition.

## Does a low population mean the card is scarce?

Not on its own, and this is the most expensive misreading in the list. Population counts submissions, so a low number
has at least three unrelated explanations: the card is genuinely hard to find, the card is easy to find and nobody
considers it worth a fee, or the card is new and the submissions have not cleared yet. Only the first one is scarcity.

The test is to look at the neighbours. If a card has a low population and the other cards in its set have large ones,
something specific is happening to that card and it is worth asking what. If the whole set has a low population, the
set is unloved rather than scarce, and the low figure carries no premium at all. A parallel numbered to 99 has a hard

The same reasoning applies upward. A huge population is not evidence that a card is worthless; it is evidence that a
lot of people thought it was worth submitting, which on a key rookie is exactly what you would expect. What matters is
the shape of the distribution, not its size, which is why the figure above plots the shape.

Each company counts only its own grading, so the same card has five separate populations and they are not additive in
any meaningful way — a copy cracked out of one holder and graded by another appears in both.

## A population figure is a claim with a date on it

Populations only ever rise. Every week more copies clear, and the rate they clear at is driven by the card’s price:
when a card doubles, submissions follow within a quarter, and the gem count that made it scarce grows fastest of all.
A gem rate calculated in one year describes that year, and a listing that quotes a population figure without saying
when it was read is making a historical claim in the present tense.

That is why every reference table on this site carries the date it was read, and why this calculator asks you to paste
the counts rather than shipping a copy of them. A hardcoded population would be wrong within a quarter while still
looking authoritative, which is worse than having none. When you save a submission decision, save the date of the
population you based it on next to it.

The direction of the error is predictable: whatever gem count you read is a floor, and more will exist by the time you
sell. Any argument that depends on a top-grade count staying where it is has to survive that count rising.

## Reading a pop report before a submission, in order

1. **Find the exact card.** Same year, same set, same card number, same parallel. A base card and its refractor are different rows with different rates, and choosing the wrong one is the error that makes every subsequent number confidently wrong.
2. **Copy the whole ladder, not the top row.** Paste every grade into the field above. The total is what turns a count into a rate, and the middle grades are where the probability mass for your card actually sits.
3. **Read the gem rate and write down the date.** That rate is the starting probability for the [expected-value calculation](https://sportscardradar.com/tools/grading-worth-it-calculator/), and it is only valid as of today.
4. **Adjust it downward for your copy.** The population is made of cards people believed in. If you have already found a flaw, your copy is below that average, and the honest adjustment is to move probability from the top grade into the grade below it.
5. **Check the shape as well as the rate.** A population whose mass sits at 9 with a thin 10 is a card where the whole premium is in the top grade. A population spread across 8 and 9 is a card where a middling result still sells.
6. **Compare against the price ladder.** Scarcity only pays where a buyer is waiting. A grade that is one in fifty and carries no premium is a statistic; a grade that is one in five and doubles the price is a submission.

## Bottom line

A population report tells you how many copies of one card a grading company has graded at each grade, and nothing
else. Use it for the gem rate, which is the only non-fictional starting point for the probability in a grading
decision, and adjust it downward because the population is made of the copies people believed in. Quote it correctly:
the share at a grade and the share at or above that grade are different numbers, identical at the top of the ladder
and divergent everywhere below it, and in the worked example on this page an 8 is one in
3.5 exactly against one in 1.2 at or above.
Treat any count as a floor with a date attached, because populations only rise, and never read a low population as
scarcity without checking whether the rest of the set is low too.

## Questions this tool gets asked

What is a population report?

It is the grading company’s own count of how many copies of a given card it has graded, broken down by grade. Every company publishes one and keeps it current, so it is the closest thing this hobby has to a public dataset: PSA, BGS, SGC, CGC and TAG each maintain one, and the links are in the table on this page. It answers one question precisely — how many submitted copies received each grade — and it is routinely asked to answer questions it cannot.

What is a good gem rate?

There is no universal threshold, because the rate that matters is the one for your card compared with the premium that card’s top grade carries. As a rough orientation, under 3% of copies reaching the top grade is very hard, 3% to 10% is hard, and over a quarter means the top grade is common enough that the premium is usually small. What decides a submission is not the band but whether the rate clears the break-even in the expected-value calculation.

Does a low population mean a card is rare?

No. Population counts cards that were submitted for grading, which is a filtered sample of the cards that exist. A low population can mean the card is genuinely scarce, or that nobody thinks it is worth a grading fee, or that it was released last month. A 1990 common has a low graded population and there are millions of copies in shoeboxes. The population report measures interest and submission behaviour at least as much as it measures supply.

What does “pop 12” mean?

It means twelve copies of that card have received that grade from that company so far. On its own it says almost nothing, because the figure only acquires meaning next to the total graded and the count above it. Twelve at the top of a sixty-card population is the majority of the best copies known; twelve at the top of a forty-thousand-card population is a genuinely rare object. Always quote pop with the total and with the number above it.

Why do the two “one in N” figures differ?

Because they answer different questions. One in N at or above a grade divides by the cumulative share, counting every copy at that grade and every better copy; one in N at exactly that grade divides by that grade’s share alone. At the top grade the two are identical, which is where people learn the phrase, and then it is repeated about a 9 where the numbers come apart. Does the population report include cards that failed to grade?

Not as graded copies. A card returned as altered, trimmed, or otherwise ineligible does not appear as a grade in the population, so the report is a census of successful submissions rather than of attempts. That matters when you use the gem rate as a probability: the denominator has already had some of the failures removed, which nudges every rate slightly upward compared with what a random submission would face.

How often do population numbers change?

Continuously, and only in one direction. Companies update as submissions clear, so a figure read today is a floor rather than a fact — by next quarter it will be higher, and on a card that has just spiked in price it can move fast enough to change the argument that was made about it. A population quoted in a listing is a historical claim and should carry the date it was read, exactly as the tables on this site do.

Can a card be cracked out and regraded?

Yes, and it is one reason the population overstates the number of distinct cards. A copy that fails to gem can be removed from its holder and resubmitted, and if it grades higher the second time the company will normally remove the old entry once the original label is returned — but only if it is returned. Copies also break, get lost and stay unreported. Treat the population as a count of grading events on cards, not as a headcount of objects.
